Malaysia import regulations: uCustoms, MCMC, SIRIM and SST (2026)

Malaysia's import framework operates under the Customs Act 1967 and is processed through the uCustoms electronic declaration system. Telecom equipment requires MCMC approval and SIRIM certification before customs release. Malaysia replaced GST with SST (Sales and Service Tax) in September 2018.

uCustoms and the Customs Act 1967

All import declarations in Malaysia are filed electronically through the uCustoms platform operated by the Royal Malaysian Customs Department (RMCD). Declarations must be filed by the importer or an authorised customs agent holding a valid Customs Agent Licence. TFTIOR files all uCustoms declarations as the Importer of Record, managing the full documentation set and responding to RMCD queries through to release. Malaysia uses the AHTN (ASEAN Harmonised Tariff Nomenclature) 10-digit tariff code system.

MCMC apparatus assignment and SIRIM certification

MCMC (Malaysian Communications and Multimedia Commission) regulates telecommunications and radio-frequency equipment under the Communications and Multimedia Act 1998. Radio-enabled devices including Wi-Fi, Bluetooth, cellular, RFID, and satellite equipment require an MCMC Apparatus Assignment before customs release. Equipment without a valid Apparatus Assignment will be detained at port.

SIRIM Berhad manages product certification against Malaysian standards (MS) for electrical, electronic, and telecommunications equipment. SIRIM certification is required for products subject to the Electrical Supply Act 1990 and associated regulations. TFTIOR coordinates both MCMC Apparatus Assignment and SIRIM product certification as part of the pre-shipment compliance review for IT and telecom hardware.

MDA medical device registration

MDA (Medical Device Authority) regulates medical devices under the Medical Device Act 2012. Devices are classified Class A (lowest risk) through Class D (highest risk). Class A devices require registration notification; Classes B, C, and D require pre-market registration with MDA before commercial import or supply. A locally authorised Representative is required to hold the registration. TFTIOR coordinates MDA registration requirements during the pre-import compliance check.

SST, import duties and trade agreements

Malaysia abolished GST in September 2018. The current tax system is SST (Sales and Service Tax). Import duties are levied under the Customs Act 1967 according to the AHTN tariff schedule and typically range from 0% to 30% depending on product category. Sales Tax at 10% (standard) or 5% (some categories) may apply on dutiable goods; most IT hardware including servers, networking equipment, and computers is exempt from Sales Tax under Schedule B of the Sales Tax (Goods Exempted From Tax) Order.

Malaysia is a member of CPTPP, RCEP, and ATIGA (under AFTA). These agreements provide preferential duty rates for eligible goods with correct Certificate of Origin documentation. Malaysia also holds bilateral FTAs with Japan (MJFTA), Australia (MAFTA), India (AIFTA), and the GCC. TFTIOR prepares Certificate of Origin documentation where preferential rates apply to reduce landed costs.
