Every commercial import above NZD 1,000 requires a formal import entry filed through the JBMS (Joint Border Management System) by an entity holding an active Customs client code and NZBN. Foreign companies without these registrations cannot appear on the import entry and their goods will not be released.
New Zealand customs declarations are filed electronically through the JBMS (Joint Border Management System) operated by the New Zealand Customs Service (NZCS) under the Customs and Excise Act 2018. The importer named on the entry must hold an active Customs client code issued by NZCS, an NZBN (New Zealand Business Number) registered with the New Zealand Companies Office, and a GST registration with Inland Revenue.
TFTIOR holds all three registrations and files import entries through JBMS as the named Importer of Record. Commercial imports with a customs value above NZD 1,000 require a formal import entry; the entry must be filed within 20 working days of cargo arrival. Below this threshold, a simplified entry may apply for non-commercial postal shipments.
RSM (Radio Spectrum Management), part of MBIE (Ministry of Business, Innovation and Employment), regulates all radio spectrum use in New Zealand under the Radiocommunications Act 1989. Radio-enabled equipment including Wi-Fi, Bluetooth, cellular, RFID, and satellite devices must be licensed or carry a compliance declaration before being sold or used. Importers must confirm RSM compliance status for every radio-capable SKU before customs filing. TFTIOR manages RSM compliance documentation as part of the pre-shipment review for IT and telecom hardware.
Electrical equipment imported into New Zealand must comply with the Electrical (Safety) Regulations 2010 administered by WorkSafe New Zealand. A Supplier Declaration of Conformity (SDoC) against applicable AS/NZS standards is required for regulated electrical products. TFTIOR reviews SDoC requirements and AS/NZS standard applicability during the pre-shipment compliance check.
The Ministry for Primary Industries (MPI) enforces biosecurity requirements under the Biosecurity Act 1993. Every shipment must be assessed against applicable Import Health Standards (IHS) before entry. Goods arriving in wooden packaging must carry an ISPM 15 phytosanitary certificate. Certain product categories require physical inspection at an MPI-approved Transitional Facility (TF) before release. TFTIOR coordinates MPI documentation and TF appointments for every import. Hazardous substances are additionally screened under the HSNO (Hazardous Substances and New Organisms) Act 1996.
New Zealand GST is 15%, applied on the CIF (cost, insurance, freight) value plus applicable import duties. Most IT hardware and commercial electronics attract 0% customs duty under New Zealand's open tariff schedule, making GST on CIF value the primary landed cost for most technology shipments. New Zealand is a member of CPTPP (Comprehensive and Progressive Agreement for Trans-Pacific Partnership), AANZFTA (ASEAN-Australia-NZ Free Trade Agreement), and holds bilateral FTAs with China (ChAFTA), Singapore (ANZSCEP), South Korea, the UK, and the EU (under negotiation). Certificate of Origin documentation is prepared by TFTIOR for applicable FTA claims.
